INTEGRATED MANAGEMENT OF ENVIRONMENT, HEALTH AND SAFETY

environment, health and safetyAn Integrated Management System of Environment, Health and Safety (SIGAS & S) is a management system that facilitates the ordered approach to the issues of Environment, Health and Safety (EH & S) to ensure compliance with requirements concerning AS & S (defined by regulatory requirements policies, procedures and business rules, and expectations of business customers, service providers / contracts and other plaintiffs. The AS & S issues arising from the activities of the company are managed by applying a systematic approach.

When examining the trends towards integration of systems, it is clear that there are two levels of integration. The first level involves the integration of management systems AS & S with other business systems in the organization of companies. The second kind of integration occurs on a smaller scale and specifically addresses the integration of Environmental Management System (EMS) management systems with AS & S. These two types of integration can be seen also in a slightly different form: vertical integration across different levels of management and horizontal integration across the business.

Many companies include in their health systems management and security, a regular review of safety management processes, which is a proactive identification, as well as assessment and mitigation, or prevention of discharges of substances chemicals that may occur as a result of failures of processes, procedures or equipment.

In this sense, the standard of the Occupational Safety and Health Administration, OSHA 1910, contains requirements covering the safe handling of risks associated with processes associated with highly hazardous chemicals in the workplace. Such requirements include participation and employee training, risk analysis process, safety assessments before starting to work a computer, written procedures for managing change, incident investigation, and compliance audits, among others.

Integrated Management Systems Environmental, Health and Safety
Environmental management and health management and industrial safety have evolved into a concept of performance, operation and system-based implementation. If this trend continues to the next stage, these different systems are integrated into an integrated system of environmental management, health and safety.

This trend towards integration of management systems AS & S, predominantly the environmental and safety, has been categorized into five possible scenarios that generate the need for integration (Krupin, 1997):

1. Separate but equal: Both divisions operate separately, with equal importance in the organization.
2. Separate but unequal - the dominant security factor: In this type of situation the two divisions are managed separately, but the environment is an added security and is subordinated to it in every way. This is one of the situations prevailing in the industry.
3. Separate but unequal - dominant environmental factor: This situation prevails and occurs much less highly visible in industries where public perception is key to corporate operations. In this circumstance, the environment is the dominant force and security management is subordinate.
4. Equal but overlapping: In this situation both entities are established as separate divisions, but a significant part of their operations overlap, due to issues of mutual interest. Often, one or the other is deemed necessary only by request, in implementing the project. The lack of coordination is evident.
5. Integrated environmental management, health and industrial safety: Each of these areas is harmonized with the other two, and shares equal portions in the development, implementation and evaluation of a project. This is the method of AS & S management more desirable, effective and efficient.

Integrated Management System of Environment, Health and Safety has the following characteristics (Redinger and Levine, 1998):

1. Contributions to SIGAS & S: Initiation of the system, for example, management commitment, resources and employee involvement.
2. FOLLOW & S Process: Formulation and implementation of programs, such as policy, planning, procedures, training and operations.
3. About SIGAS & S: Evaluation of the program, such as internal communications system, monitoring, performance indicators, and evaluation.
4. Open elements of SIGAS & S: Improvement and integration of programs, for example, continuous improvement and management review.
5. Communication SIGAS & S: Release of programs to the community, stakeholders and regulatory bodies, outside the organization.

Aspects of AS & S should be an integral part of all analysis and business decisions regarding the risks, liabilities, company reputation, quality and cost-effectiveness of current operations and new projects, acquisitions and ventures.

Leadership skills and the commitment and management involvement are key inputs for the successful planning, implementation and continuous improvement aspects of SIGAS & S. To achieve this we need to have a Central Committee of AS & S, chaired by the Chief Executive Officer (CEO) of the company. Leaders must develop policies AS & S corporate, concentrated in the operational risk assessment and provide a functional management system to monitor compliance and performance.

Systems certification to international standards (ISO 14000 Environment), ISO 9000 (Quality) and OSHA 18000 & BS8800 and ISO 18000 (Health and Safety)) does not guarantee necessarily better system implementation and performance. However, the certification elevates the reputation and awareness, both internally and externally.
